No need to use --baseurl argument

For building docs locally, there's no need to specify
an alternate `--baseurl` as long as `jekyll serve`` is
issued from the `/docs` directory, as indicated in
README.md.

Removed --baseurl guidance and emphasized README.md
instructions.
