f9c056a1b8 Add empty homepage index.md
Though homepage is rendered completely from a template,
it still needs an index.md to generate.

Also change subpage breadcrumb links to relative, so they
work in the GitHub Pages context. For example "/" points
to the Google Org's home rather than Draco's home, so use
"..", etc.

a1da4d6150 No need to use --baseurl argument
For building docs locally, there's no need to specify
an alternate `--baseurl` as long as `jekyll serve`` is
issued from the `/docs` directory, as indicated in
README.md.

Removed --baseurl guidance and emphasized README.md
instructions.

2b455b2d26 Attempt to fix baseurl and URL paths in production.
GitHub is configured to use the contents of `/docs` for web
content, thus treating `docs` as the docroot, thus configuring
a baseurl of `/docs` is mistaken in production (GitHub Pages).

In the local dev case a baseurl is needed (`/docs`), but can
be passed on the Jekyll commandline.

c0dcf7c2bc Port Draco bitstream spec to Markdown.
This represents the grunt-work of porting the gDocs
document to plaintext. There are decisions to make
and polish to be applied.

8df1bcd1b6 Update parser_utils.cc (#106)
When using isspace(c), c should be an unsigned char given __chvalidator() requires a valid ascii value ( c >= -1 && c <= 255) and throws an error in the case of a signed char value between -128 and -2.

59b297b18a Improved Javascript decoder size + bugfixing
Changes:
1. Javascript decoder can now be built separately for meshes and point
clouds. Together with other optimizations this results in about 33%
smaller Javascript for mesh decoder. (pre-built javascript for meshes
and point clouds is included).

2. Fixing bug in our symbol_encoder that resulted in failed encoding for
certain cases when there were around 1<<18 symbols.

3. Changing default setting of our draco_encoder app to -cl 7

127484be47 Updating draco decoder javascript API and other minor changes.
1. Javascript decoder is now exported as a module using DracoModule()
function that needs to be instantiated on the client.

2. Updated Javascript example applications and README.md

3. Added normalization function to VectorD

4. Added support for converting a single signed value to symbol for
entropy coding and vice versa

5. Minor code cleaning
